Walter Elliot (1888–1958) was a Scottish Unionist (Conservative) politician, known for his work in agriculture and health during the early 20th century. Born in Lanarkshire, he was educated at the University of Glasgow and served as a medical officer during World War I. Elliot entered politics in 1918 as MP for Lanark and later represented Glasgow Kelvingrove. A skilled orator and policy thinker, he held several ministerial roles, including Under-Secretary for Scotland, Minister of Agriculture, and Secretary of State for Scotland. As Minister of Health (1931–1935), he was involved in key public health reforms. One of his major achievements was the introduction of free milk for schoolchildren, which had a lasting public health impact. He was also instrumental in promoting agricultural modernization.
